Background

The proposed document revises and replaces the existing Community Services Activities Activity Requirement v1.2. It updates the framework for decentralised activities that provide essential community services while contributing to climate action and sustainable development.

The revision restructures the requirements into a common Core and three activity-specific Modules:

  • Clean Cooking, Heating and Household Energy Access
  • Safe Drinking Water
  • Safe Sanitation Services

The revision also narrows and clarifies the scope of the Activity Requirement, removes overlaps with other GS4GG Activity Requirements, and introduces strengthened requirements relating to technology quality, health and safety, carbon-rights consent, responsible sourcing, equipment end-of-life management, water quality, sanitation service-chain integrity and worker safety.

The proposed Activity Requirement is published for public consultation. Stakeholder feedback will be used to refine the revised document before its final publication.

The proposed Activity Requirement:

  • Establishes eligibility requirements for decentralised community services.
  • Introduces dedicated modules for clean cooking and household energy access, safe drinking water, and safe sanitation services.
  • Clarifies the boundaries between Community Services Activities and other sector-specific Activity Requirements.
  • Strengthens requirements relating to technology quality, durability, affordability, accessibility and long-term operation.
  • Requires active and verifiable consent regarding the transfer of carbon rights.
  • Includes safeguards for battery safety, responsible sourcing and end-of-life management.
  • Addresses water quality, sanitation service-chain integrity, worker safety, safe reuse and environmental protection.
  • Requires monitoring of technology use, adoption, functionality, stacking and reversion.
  • Supports sustainable development outcomes, including improved health, gender equality, access to clean water and sanitation, and access to affordable energy.
