Introduction

The methodology focuses on incentivising the selection of lower emissions transport over baseline mode of transportation. Projects focus on individuals modifying their transportation habits by choosing options like public transport, carpooling, using electric vehicles, or opting for lower emissions fuels. The process involves real-time monitoring of emissions. The methodology aims to promote behavioural change in transportation choices.

Stakeholders reviewing the methodology should note that a few items are still open for discussion and require internal review and will be dealt with before finalising the methodology. The items are as listed below and also highlighted in the draft version of the methodology:

1.     The reference to Transport Emission Reduction (TER) is confusing in nature and gives a false implication of different product types other than Verified Emissions Reductions (VERs). TER to be replaced with ER in the methodology.

2.     Which technologies/measures are eligible under this methodology is not clear. Potentially some examples can be provided.

3.     In the baseline scenario, under Table 4, it is mentioned that “Emitting renewable power generation sources used to charge electric vehicles” shall be considered. However, it is not clear if the methodology requires the project developer to identify the source of power used to generate electricity used for charging vehicles. How shall this be considered while using grid energy to do the same?

4.     Parameter TER 7, Ot1 does not mention anything on odometer calibration.
