Indonesia Ministry of Environment/Environmental Protection Agency (MoE/EPA) and Gold Standard launch landmark guidance and pilot programme for Indonesia’s carbon market

Today, Indonesia MoE/EPA and Gold Standard have unveiled a pivotal guidance document for projects operating across Indonesia. The guidance follows the Mutual Recognition Agreement (MRA) signed in May 2025 and advances the implementation of Indonesia’s carbon market framework and its engagement with the international carbon market.  

 

To support early implementation, a pilot programme will be launched to apply and monitor the new guidance. Indonesia MoE/EPA and Gold Standard will work closely with projects to ensure the guidance provides a strong and practical foundation for future activities.

The guidance provides further information for existing and new projects located in Indonesia to continue or begin certification under Gold Standard for Global Goals (GS4GG) in accordance with applicable Indonesian law and regulation. The guidance includes: 

  • Eligibility: Eligibility requirements for projects, in accordance with applicable Indonesian law and regulation.
  • Approval: Approval by MoE/EPA to permit projects to operate in Indonesia and to use GS4GG.
  • Trading: Approval by MoE/EPA to permit credits to be traded domestically and/or internationally. 
  • Management of credits: The management of carbon credits between the Gold Standard Impact Registry and the Sistem Registri Nasional untuk Pengendalian Perubahan Iklim – SRN PPI, Indonesia’s National Registry System for Climate Change.
  • Validation and verification: Requirements for Validation and Verification Bodies intending to provide validation and/or verification services to projects located in Indonesia. 

 

With the publication of this guidance, projects in Indonesia may now seek approval from the MoE/EPA to certify under GS4GG and be recorded in the SRN PPI. Indonesia MoE/EPA and Gold Standard have established a task force that will be responsible for further coordination and the effective implementation of the MRA.

Gold Standard already has a strong presence in Indonesia, with 29 projects listed in the country, 19 of which are at least design certified. To date, these projects have collectively issued more than 4.6 million high-integrity carbon credits, delivering measurable benefits for climate, communities and biodiversity.  

 

Indonesia MoE/EPA and Gold Standard are seeking expressions of interest from project developers and other organisations (e.g. Validation and Verification Bodies) to participate in the piloting programme. Under this pilot, participating organisations will engage more closely with both Indonesia MoE/EPA and Gold Standard throughout their implementation of the guidance, providing feedback and recommendations that could inform clarifications of or future improvements to the framework.

 

Participation in the piloting programme is not mandatory for projects in Indonesia to be approved to certify under GS4GG, nor will it affect the timing or outcome of approvals and certification processes operated by either the Indonesia MoE/EPA or Gold Standard.
