Strengthening MRV in the Pacific Alliance
In 2022, Gold Standard was selected by Environment and Climate Change Canada to support countries in the Pacific Alliance, including Chile, Colombia, Peru, Mexico and Ecuador as an invited country, to strengthen national climate measurement, reporting and verification (MRV) systems and improve access to public and private climate finance, including through international carbon markets.
The four-year programme (ending on 31 March 2026) focused on strengthening the transparency, accuracy and comparability of emissions data used to track progress towards the implementation of Nationally Determined Contributions (NDC) and the goals of the Paris Agreement. Robust MRV systems play a critical role in enabling countries to attract sustainable finance, engage effectively with international carbon markets and accelerate climate action while supporting communities most affected by climate change.
Programme achievements
Over the course of the programme, Gold Standard worked closely with government representatives, technical experts and private-sector stakeholders across the Pacific Alliance region to strengthen institutional capacity and support carbon market readiness.
Key achievements include:
- Convening regional stakeholders to advance transparent and high-integrity MRV systems and promote collaboration across governments, the private sector and technical experts.
- Delivering targeted workshops, tools and analytical resources on priority topics identified by participating countries. These included greenhouse gas validation and verification, Article 6 readiness, carbon pricing analysis, voluntary carbon market governance, artificial intelligence applications for national inventories and validation processes, and sustainable finance.
- Developing dashboards, reports and technical guidance to support countries as they strengthen their MRV frameworks and prepare to engage with evolving carbon market mechanisms.
- Publishing a series of practical guidance papers addressing key carbon market topics such as Article 6 of the Paris Agreement, CORSIA, registry and digital infrastructure design, and environmental integrity and safeguards.
Throughout the programme, countries met regularly across seven in‑person meetings to advance MRV and carbon market priorities. The final meeting, held in February 2026 in Bogota, provided an opportunity to review progress, strengthen regional cooperation, and outline next steps for carbon market readiness in the Pacific Alliance.
Programme resources
The programme produced a range of knowledge resources, tools, and technical guidance designed to support governments and stakeholders working on MRV systems and carbon market engagement. These include guidance papers, analytical reports and event materials developed throughout the programme.
